BARBARIANS

The police who harassed Cynthia Jarrett to death are innocent! The police officer who paralysed Cherry Groce for life is innocent! All black people are guilty! This is the message from the courts as they whitewash police violence and persecute black youth.

The police, the courts and the media have conspired to turn the world upside down. While they play down examples of police beatings (Trevor Monerville) and killings (Clinton McCurbin), they play up the anti-police violence on Broadwater Farm as evidence of the uncivilised lifestyle of Britain's black people.

It doesn't matter that hundreds of riot police invaded Broadwater Farm to brutalise black people. It doesn't matter that uniformed thugs abused Cynthia Jarrett until she collapsed and died. It doesn't matter that armed marksmen shot Cherry Groce in her own home and left her lying paralysed in a pool of blood. None of this is any reason for the guardians of law and order and their gutter press to call off their campaign to criminalise the black community. The Sun stories don't stand up to scrutiny on the streets where black people are being stamped on and strangled and stampeded out of the country.

Police strangled 23-year old Clinton McCurbin in broad daylight on a busy shopping street in Wolverhampton. They were supposed to be arresting him on suspicion of using a stolen credit card. Instead they handed out a summary death sentence.

Police say they arrested Trevor Monerville for suspected criminal damage on the evening of New Year's day and didn't lay a hand on him. His father found him four days later, battered and brain-damaged Brixton prison. Politicians branded 58 Tamils as bogus refugees. In time-honoured tradition the authorities herded Tamils like cattle into detention camps and then tried to send the refugees back to the slaughter they sought Britain is a decaying and decrepit society whose rulers are making black people and immigrants the scapegoats for the shortcomings of their rotten system. They want to turn people's anger away from the real cause of all their problems - a system which cannot guarantee jobs or homes or rights — and against an easy target.

Black people are the victims of a vicious campaign of state racism and police repression. But the whole working class will suffer the consequences if the authorities are successful. Unless we stand up for black rights against our opponents we won't have a leg to stand on when they come for us. It is about time that we got organised to Workers Against Racism is committed to building an organisation in which white workers and black people can fight together against every act of official British racism. Police kill black youth The police can't lie their way out of this one. They killed Clinton McCurbin with their bare hands 'THEY GOT THEIR arms around his neck and turned it round, it looked like they were twisting his head off, and the next thing we knew he was dead.'

This was how an eye-witness described the police killing of 23 year old black man Clinton McCurbin in Wolverhampton on 20 February. Black anger exploded as news of the strangling spread and more than a dozen people were arrested in fighting with It was lunchtime that Friday when police put *Clinton McCurbin in a stranglehold as they tried to arrest him on suspicion of using a stolen credit card outside the Next clothing shop on Dudley Street. Another witness remembers the scene: 'A police officer who I recognised as the one who gives us hassle in the shopping centre was pinning down Clinton McCurbin on the pavement.

Then they dragged him into the shop and held him down on the floor. We could see what was happening through the window. They didn't treat him like a human being. They got his neck up Police claim that Clinton McCurbin put up a violent struggle, but another bystander told tns that he didn't have a chance: 'We tried to get into the shop. But they closed the doors against us.

We could see they were using undue force to restrain him. He was hardly moving, he didn't have a chance to struggle! After McCurbin was killed, the police had another chance to practise their stranglehold on another black youth arrested later in the disturbances outside the shop. This martial arts hold is standard treatment for any black person who falls into police hands.

As an angry crowd gathered outside the shop police barred the doors and called in reinforcements. An ambulance arrived at the side entrance. An hour and a half later the ambulance moved round to the front and backed up to the entrance, so that its open doors blocked the view of the people outside. Tempers flared and people demanded to know what was going on. A local community relations officer went in and emerged after half an hour to announce that McCurbin was dead. Some time later, McCurbin's lifeless body was put into the back of the ambulance.

When news of the killing became public knowledge police declared that McCurbin died of a heart attack brought on by drug abuse. But the post-mortem revealed no trace of drugs. Clinton McCurbin died of 'asphyxia consistent with restraint during a violent struggle'. On Monday his mother, who was out of the country when her son died, threw a wreath of red and white flowers into the shop where police killers struck. She was not allowed inside to see the spot where her son's life

What happened to Trevor Monerville? TREVOR MONERVILLE IS lying partially paralysed in a hospital bed. At the end of five days in the custody of the police and prison authorities he needed brain surgery. This was how John Monerville found his 19-year old son in Brixton prison: 'I was profoundly shocked upon seeing my son after five days, and seeing the injuries he had sustained during that time. On touching his head, which was extremely sore and covered with bruises, making him cringe back in pain, I also noticed a severely blackened, puffed-up and perforated left eye. His right eye was fixed in an abnormal position and could not focus on me whilst I was talking to him. 'The inside of his mouth was perforated and covered in blood and his jaw was swinging to the right. His left shoulder and the back of his head were heavily bruised.

His chest was heavily bruised also, and his ribs, especially on the left hand side of his body, showed signs of severe bruising. The bruising also extended to his thighs and buttocks. His legs from his knees to his feet were covered in congealed blood and scabs. His feet, above and below, were covered in round bruising marks.

'He told me he had severe pains all over his body, acute headache and abdominal pains. His hair was covered in dry vomit and his condition was extremely distressing for him and me. TREVOR COULDN'T SPEAK except to ask, 'Why did they arrest me, the bastards? Until he found his son half-dead in Brixton prison on 5 anuary John Monerville hadn't seen him since New Year's ive. when Trevor went out with his aunts. He left them al 1.30am. From here we have to piece together what appened to Trevor from some dubious police statements the custody record from Stoke Newington police station, scrawled police surgeons' reports and evidence from hospital neurosurgeons. Why did the police arrest Trevor?

Chief superintendant Peck claims that Trevor was found asleep in a car at 10.40pm on 1 January by a member of the public who called the police. They arrested Trevor for suspected criminal damage and took him to Stoke Newington police station, Police claim they only found out who he was on Saturday 3 January, after fingerprint tests.

On 3 January Trevor went to Highbury magistrates court to be remanded in custody at Brixton prison.

The police story of Trevor's arrest and detention doesn't •exolain how, what started as a case of alleged criminal damage involving a car, ended up as a case of brain damage. 'When and how was Trevor paralysed?

According to the custody report police removed Trevor's clothing hours after his arrest. Since Stoke Newington police are not noted for their modesty, they could not have failed to see that he had a serious head injury, black eyes.

burnt legs, bruises and cuts all over his body - if he already had them. Within 12 hours of his arrest Trevor went to hospital and saw three doctors. They found nothing wrong. By Friday 2 January, Trevor was still well enough for the custody report to record that it took six police officers to 'forcibly' fingerprint him. All available evidence points to Trevor being maimed after he entered Stoke Newington police station.

The police have failed to provide any credible ¡explanation of Trevor's injuries. In a note to hospital • doctors dated Sunday 4 January, police say that or. 3 January Trevor was taken to King's college hospital wilt head injury since January 1': So the police were implying *that they knew Trevor had his awful head injury when they arrested him. Yet it does not appear in their custody record, and the doctors don't seem to have spotted it.

TREVOR MONERVILLE

A couple of days later, chief superintendant Peck changed the story. Peck told Hackney MP Brian Sedgemore that the first he knew of any 'alleged severe blow' to the head was when he read a letter from the MP on 8 January. Until then, Peck claimed, police believed Trevor had a 'brain tumour, diagnosed on Trevor's second visit to King's college hospital on 6 January. Peck said police were 'desperately sorry' for Trevor, but 'It's the doctors who made the big mistake!

There was no mistake. Trevor has not got and has never had a brain tumour. Nor did he have an accident.

Trevor told his father he was beaten. Medical evidence from neurosurgeons at Maudsley hospital seems to confirm this According to Dr Strong, Trevor's head injuries, are consistent with a blow to the head with an instrument, rather than an accidental fall - The picture is of a fight and assault.' It is impossible to make sense of the police statements, but it is clear, from the custody record and doctors' reports, that Trevor became seriously ill after he was forcibly fingerprinted by six police officers at 8.06pm on 2 January. An hour later he saw the doctor, whose notes reveal the first signs of abuse - 'R. pupil appears dilated, discoloured L. eyelid'. Trevor was rushed to hospital. Back in the station he saw the doctor again. By the next morning Trevor could not walk. The magistrate at Highbury court had to go to Trevor's cell to remand him. That evening Trevor was rushed to hospital and back to prison.

By Sunday Trevor was incontinent. On Monday he had three 'epileptic fits'. By Tuesday he was 'totally inert. On Thursday he had brain surgery. What happened in the fingerprint room? Why did the police mislead Mr Monerville?

At 3pm on 1 January John Monerville reported his son missing at Stoke Newington police station. He went back the next afternoon and showed police a photograph. They still said Trevor wasn't there - but by then he had been * inside for at least 17 hours Why were some of Trevor's clothes destroyed?

When Trevor was dumped at Brixton prison he was wearing only his shorts and T-shirt - and these were destroyed.

Stoke Newington police refused to return the rest. What have they got to hide? Why have the police dropped the charges?

On 8 January the police dropped all charges against Trevor without an explanation. Why - unless their story is made up? TREVOR MONERVILLE MAY never recover mentally or physically from his ordeal. Doctors say it will take five years to assess his injuries. His father told me that he would not talk about his sons past 'because l've got to accept Trevor as he is now, I cannot get the old Trevor back, so I will not discuss the old Trevor! The family and friends of Trevor Monerville have to accept 'Trevor as he is now'. but they won't accept a police cover-up. They want their questions answered.

THE BLACK VOTE

MARC WADSWORTH: 'BLACK SECTIONS ARE THE BIGGEST THREAT YET

LABOUR AND

THE TORIES ARE going to use racism as a major weapon at the next election, It has already started with the introduction of racist visas for people from black countries. And then there has been the coordinated attack by the state on black people in St Pauls, Handsworth and Brixton - where 1 come from. Yes, these attacks by the state's bully boys have been coordinated. They have been undertaken as a means of breaking the resistance of the most oppressed and the most - black youth. We saw militant section of the working class the way the state acted at Orgreave, during the miners' struggle. Now we're seeing it at Wapping and in black communities. Earlier last year something very significant happened for the left and black people: the socialist Campaign Group of MPs voted to support our struggle for the right to selforganise in the Labour Party. Now Black Sections are involved in [the left-wing umbrella group] Labour Left Liaison on the principled basis that the groups inside it support us.

Some people argue against us being in the Labour Party in the first place, because of its racist past —its support for immigration laws, for instance.

But Labour is the mass party of the working class. And 99 per cent of black people are working class, so there's not a great deal you can teach us about class politics.

Neil Kinnock thinks he is black because he has been down a coal mine. He thinks he knows best, like so many labour movement bosses. They are long on virtuous statements about equality and working class unity. But where's the action? What have they got to say when black people are under attack? What do they say about the racist visas? Perhaps

PAGE 4 • WAR NEWS

The Tories are going to make racism a central issue in the general election. Marc Wadsworth chair of Labour Party Black Sections and Kenan Malik of Workers Against Racism recently debated the question of how the anti-racist movement should respond. We reprint their contribution from the pages of the black community newspaper, The Voice. they're scared of a racist backlash from their white members. Institutionally racist structures in this movement have operated as viciously against black workers as anything repressive managements have thrown at us. Black selforganisation — Black Sections — is the biggest threat yet mounted to that. To help in this process, and not continue to hinder it, the white left must abandon forever its imperialist past.

In a speech some time ago I talked about the white, colonising left. The traditional tendency has been for white left wingers themselves to decide the political priorities and then mobilise us behind them. We never got a look in.

The left has always seen black people as on the edge of : political development. At last year's Labour Party conference we witnessed Frances Curran, Militant's representative on the national executive, attack Black Sections on behalf of the right wing only a few days after they had expelled her socialist çolleagues from the party.

Now we've got the spectacie of Linda Douglas, the Labour Party Young Socialist representative — the first black person on the national executive - chairing the divisive and neocolonialist black and Asian advisory committee. It's divisive in its very title. You see, Black Sections unite people of Asian and African descent according to our own self-definition of black. Well, I appeal to Linda Douglas to stop doing the work of the hard right for them and resign from the committee.

We won't be dictated to by whites of any ideology. As Paul Robeson Jnr put it 'You can walk with us - that's fine, even if we're arguing as we walk. But if you stand in our way, we'll walk over you.'

BLACK SECTIONS

OR RED FRONT?

MARC WADSWORTH'S PLEA for support for the Labour Party ard for Black Sections is not very convincing. 'We won't be dictated to by whites of any ideology he declares. The history of Black Sections suggests otherwise. Take the question of the right of Black Section delegates to participate in the selection of Labour parliamentary candidates. In 1984 Russell Profitt was selected as the candidate for Lewisham East. The Labour Party national executive declared the selection invalid because the Black Section had taken part. The decision led to 18 months of wrangling between the local party and the Labour leadership. The Black Sections declared it to be a crucial issue in their fight with the Labour leadership.

The result has been a complete victory for Kinnock and his supporters. In not one instance since the debacle at Lewisham East has a Black Section delegate participated in the selection of a black candidate. This is true even in constituencies with strong Black Sections, such as Nottingham East, where Sharon Atkin was selected.

Indeed. Amelda Inyang, the Black Section nominee in Deptford last year, warned Black Sections to keep a low profile' in the run-up to her selection conference. Black Sections have accepted the national executive rules and have given up without a fight.

The final humiliation for Black Sections came back in Lewisham East. Last October. Profitt was confirmed as candidate by the Labour Party leadership - after the local Black Section agreed not to take part in a re-run selection procedure. Far from standing up to 'whites of any ideology. Black Sections have meekly accepted the dictates of the Labour Party leadership.

If Black Sections have grovelled to Kinnock on the question of delegates. they have been equally abject over policy issues. Last year prospective black MP Diane Abbott publicly declared her support for Roy Hattersley's economic programme — a programme which accepts mass unemployment and the necessity tor wage restraint. Ernie Roberts. the white left sitting MP whom she is set to replace in Hackney North. at least had the merit of standing up to such anti-working class policies.

Keith Vaz. prospective Labour candidate for Leicester East. wrote in Tribune last year that 'Labour's policy on race is almost flawless. Really? Could this he the same party which supports immigration controls and police raids on black communities? Is this the same party whose leader paid tribute to PC Keith Blakelock after condemning the youth on Broadwater Farm in Tottenham for using 'mindless violence. and also accused blacks in Handsworth of 'tribalism'?

The truth is that Black Sections have consistently put the interests of the Labour Party before the interests of the black community. The real debate between Neil Kinnock and Marc Wadsworth is not about how best to defend black people's rights. It is about how best to ensure that the Labour Party wins the next election. Kinnock is afraid of losing the racist white vote: Black Sections are worried that the black vote might slip away from Labour.

inquiry into black representation in the party. the leaders of Black Sections pleaded to be 'allowed to act as a transmission belt from the black community into the party.

They warned the party about the key 'ethnic marginals'.

constituencies where the black vote could decide the outcome of the election. Black Sections were necessary.

they argued, to ensure that the black vote went to Labour in these kev constituencies.

KENAN MALIK: BLACK SECTIONS ACCEPT DICTATES OF

LABOUR LEADERSHIP

There was barely a word in the Black Sections submission to the inquiry about the real problems facing black people - such as immigration controls, police harassment or race checks. Nor have the Black Sections used their vast resources and their links with the Labour Party to mobilise behind the real struggles waged by blacks over the past two years. Where have Black Sections been in the campaign against the deportation of Metso Moncrieffe or in the fight against race checks in dole Wadsworth is strong on rhetoric about 'the white, colonising left when he writes for The Voice or makes speeches to black audiences. When it comes to real black struggles. though. Wadsworth is strangely silent. Instead he gives his allegiance to the Labour Party - a 'white, colonising organisation if ever there was one, and a party that has disgraced the cause of anti-racism since its On one point I am in agreement with Marc Wadsworth.

The coming election will be crucial for the working class and for ail black people in Britain. For the first time we are not going to be faced with an unappetising choice of Labour. Tory or Alliance.

The Red Front, an electoral bloc of individuals and organisations committed to working class politics, will be contesting seats across the country The platform of The Red Front includes opposition to all immigration controls and all forms of discrimination. and support for all anti-imperialist struggles. It also demands the repeal of all anti-union laws and the right of everybody to a decent job and housing. Workers Agains: Racism is giving its full support to The Red Front. Our message is simple - defend black people's rights. not the Labour

Last month hundreds of workers marched against the immigration laws and made a breakthrough for the antiracist movement MANCHESTER. ONE O'CLOCK in the afternoon. Friday 6 February. Oxford Road. Over 1500 demonstrators set off on a march through the city centre. The march is led by a contingent of 250, mainly white, manual workers from the council's direct works department. They are followed by 700 to 800 other workers from council unions - Ucatt, Nalgo, Nupe, Astms, GMBATU and others. The Silentnight strikers are there, Workers Against Racism is there and the streets echo to chants of 'George Roucou will stay - deportation no way!' Even the traffic stopped to This was the scene on the demonstration organised by Charles Longford from WAR and Billy Gill from Ucatt for the George Roucou Defence Campaign. It was a unique occasion. Many said it was impossible to get workers, and especially manual workers, to rally for a black worker under attack. They were proved wrong in a big way. The workers on the march came out during working time

to join the demonstration. Each one sacrificed an afternoon's wages in order to show their opposition to the immigration laws under which one of their fellow shop stewards has been declared an illegal immigrant. The home office told George Roucou that he is an illegal overstayer because his passport was not renewed when it should have been. What the home office officials failed to mention is that they lost George's passport, thus making it impossible for him to have it renewed. Now the authorities want to split up George and his common law wife Kim and their three children. Kim is now pregnant with their Last month's demonstration was a great step forward for George Roucou and for the anti-racist movement. But we have to take the action even further if we are to force the home office to back down. George's final appeal against deportation is on 13 March at Aldine House in Manchester. His supporters have called a national lobby of the appeal. Already council workers in Bristol and London have given backing and booked transport to attend.

WAR supporters from around the country should approach council unions to follow this example and make 13 March another day to remember.

PUT THE RACISTS ON THE RUN

'I USED TO think racist attacks happened to other people. I've changed my mind since the night white youths threw beer glasses at my father, my unçle and me outside my uncle's shop. I knew our luck was out. We were attacked by 10 racists. I saw my father's face cut with a knife. He had stitches to his head and body. We were lucky to come out alive! 80 said 17-year old Naeem Lone at a public meeting in Newham in February, called to launch East London Workers Against Racism's new Campaign Against Racist Attacks. Also on the platform were Nasreen Saddique, Trevor Ferguson and national WAR organiser Keith Tampson. Racist attacks are a common oçcurrence in the London borough of Newham. They range from everyday harassment to horrific cases of abuse like the bottle attack on Trevor Ferguson, who lost an eye last December. Elwar's new campaign comes at a • time when the Metropolitan police are laumching their own campaign designed to sanitise the racist image of the police. The Met's paper campaign against racial harassment is a public relations -exercise which claims that police will be responding sympathetically to victlms of racist attacks.

Elwar's campaign is based on a recognition that the police are part of the problem - not the solution to racist attacks. Racist attacks in the borough are the result of government policy, council prejudice and police racism.

Government policy towards black people and immigrants creates a climate in which racism becomes respectable and legitimate. The attacks on the Tamils coming into Heathrow and the tightening of visa regulations covering visitors from Africa and the Indian subcontinent all add to the racist atmosphere. Local racist attackers are encouraged to view black people as second-rate human beings.

Many who would baulk at racist attacks share this outlook. Council policy reinforces the prevailing mood. Newham is almost an apartheid zone.

Although 30 per cent of the population is black, only 14 per cent of council tenants are black. The majority of black people live in poor quality, privately rented accommodation. The council areas and the private areas are physically separate, giving the impression of a divided borough. Local whites have been encouraged to beliove that they have a prior claim on resources. Racism is built into the housing process. Council policy on racist attacks reinforces this further. When black families have been moved into predominantly white areas of the borough, and come under inevitable attack, the council has responded in one of two ways. It has attempted to evict the racists (this has in fact only happened once and provoked a huge racist blacklash), or it has offered to move the tenant back into the black part of the borough, thus giving in to the racists and freating a ghetto. Both approaches serve to strengthen racism, The latest councti ploy is to move several 'tough' black families at once into the racist 'no-go' areas and leave them to defend themselves against physical danger, It almost constitutes a conspiracy to cause iniury to the families in question.

Elwar opposes these council policies because they do not begin to appreciate the real nature of the problem and so fail to offer a solution. Racist attackers are a tiny minority of Newham's population. They only appear strong because they get so much backing from government policy and the local police. At the same time there is a high percentage of passive racists in Newham.

CAMPAIGN

AGAINST RACIST

ATTACKS!

Any plan for dealing with racism has to aim to isolate the racist attackers. Council policy does the opposite. The Elwar campaign aims to combat ignorance about the incidence of attacks and inditterence to them by local people. Our aim is to set up instant response groups on every estate within the borough, groups that will respond to any case of racial harassment and make it unnecessary for black people to call in the police. All of the victims of attack spoke about the police's reluctance to respond to their calls and the generally unsympathetic hearing they got when the police did eventually turn up. The first step will be a huge publicity campaign making use of a video specially made by awardwinning journalist John Pilger, and including public speaking by local victims of attack. Every organisation in Newham will be invited to participate, including schools, youth clubs, trade unions, political parties and so on. The aim is to popularise the idea of local people isolating the racists. We will also campaign to tackle the indifference to attacks. The root of the indifference lies in the widespread acceptance among whites, even those who would consider themselves anti-racist, that black people are a problem because they compete for scarce resources. The campaign will show that the cause of unemployment and poor housing is not the racial make-up of the area, but a declining economic system which cannot afford to give us what we need. All working class people suffer the consequences of this, but black people suffer most.

The solution isn't to turn on one another but to fight against the real culprits who put profits before our needs. The first step is for ordinary people to appose racism and racial violence against black people. Elwar is circulating a questionnaire around every estate and housing development in Newham which aims to identify anti-racists prepared to participate in the campaign. We are writing to local groups offering speakers and video showings. And an instant response network is being put into place as the work progresses. We aim to unite working class people in Newham against racism and so to create the preconditions for a real fight for better housing and jobs. Contact Yasmin Anwar on (01) 729 0414 if you are interested in joining our campaign.
